An Exploratory Study on the Self-regulations of Nonprofit Social Service Organizations

Abstract
The purpose of this study is three point. First, review the concepts and the types of self-regulation and typology of non profit organizations in western countries. Second, analyze the type of the Korean Nonprofit Social Service Sector¡¯s self-regulations. Third, problems and limitations associated with self regulation in Korea are examined, and the topics for development of the applicable self-regulation are also discussed. The results of this study are as follows. First, among Government Enforced Self-regulation(type¥°), Government Stimulated Self-regulation(type¥±), and Self-regulation(type¥²), the type I has been dominated among social service organizations in Korea. Due to the lack of manpower needed for regulation and knowledge on social service field along with evasion from regulation by nonprofit social service organizations, however, the type I has been found to be less efficient. Second, the type¥±, which regulates in the form of screening the association of private institutions and the third party whether they are eligible by law, is in the less developmental stage. Although the Korea National Council on Social Welfare has been established and operating by the law, its role is limited to research projects. Since monitoring and evaluation functions have been excluded, it does not act as a regulatory body. Third, in Korea, the type¥², which includes donor-led programs or clubs, accreditation and certification programs-voluntary clubs, collective self regulation, and voluntary standards/code of conduct, has not been developed, and even social environment for the type ¥² has not been formed yet. By judging from these findings, type¥± is thought to be one of the most feasible ways to increase the level of adaptation of social service organizations to regulation while decreasing the cost of regulation.
